KATHMANDU: The International Civil Aviation Organization (ICAO) is set to hold its next triennial Assembly from 23 September to 3 October 2025, bringing together representatives from all 193 Member States and numerous international organizations.

As ICAO’s sovereign body, the Assembly meets at least once every three years and is convened by its governing Council. The session plays a crucial role in establishing the global policy framework for civil aviation for the upcoming triennium.

The Assembly will review ICAO’s comprehensive work programme covering technical, economic, legal, and cooperation-related fields. The outcomes will guide future work across the organization and its Member States, in accordance with Article 49 of the Convention on International Civil Aviation.

Each Member State has one vote, and decisions are made by a majority of votes cast, unless otherwise stated in the Convention.

The 2025 Assembly is expected to address key priorities in aviation safety, sustainability, digital transformation, and international cooperation in air transport governance.
